"Our success as a community as we move into the 21st
century may well rest on our ability to draw on the strengths of a
diversity of cultures, and a key to this development will be skill in
communicating effectively across cultural boundaries. English language
instruction plays an important role in enhancing cross-cultured
communication, both within our own borders and in the increasingly global
community as well."
